In a contentious decision, the Narendra Modi government’s delimitation committee suggested six new assembly seats for Jammu and only one additional seat for Kashmir, drawing considerable criticism from key political groups in the union territory.
Many saw the suggestion as an “attack on Kashmir’s political importance and supremacy” in J&K politics, as well as “part of the BJP-led government’s series of actions to disempower Kashmiris.” The idea has raised concerns because, according to the most recent census, the population of Kashmir Valley is 15 lakh more than that of Jammu.
The BJP has long advocated for delimitation in J&K knowing that it is a disputed territory. Their main agenda is to make Muslims a minority in the region. The idea for the delimitation exercise is seen by IIOJK residents as part of the BJP’s “dream project” of establishing a Hindu chief minister in the Muslim-majority state.
In 1995, Kashmir was given 46 seats and Jammu was given 37. This implies that Kashmir, which has 56.15 percent of the state’s population, got 55.42 percent representation in the assembly, while Jammu, which has 43.84 percent of the region’s population, had 44.57 percent.
The new proposal has evoked widespread criticism in the Kashmir Valley, with political leaders alleging that the recommendation reeks of a partisan approach by the commission.
In a tweet, the former Chief Minister and NC vice-president Omar Abdullah said “The draft recommendation of the J&K delimitation commission is unacceptable. The distribution of newly created assembly constituencies with 6 going to Jammu & only 1 to Kashmir is not justified by the data of the 2011 census.”
Former Chief Minister and People’s Democratic Party President Mehbooba Mufti said “the real game plan is to install a government in J&K which will legitimize the illegal & unconstitutional decisions of August 2019”.
The illegal action by India to deprive J&K of statehood has been attributed to a series of illegal actions by India, including the passage of laws such as the highly objectionable domicile law, which allows Indian citizens to obtain domicile in Kashmir, allowing settlement (primarily Hindus) to alter the demography of the state.
On the issue of delimitation, Pakistan has said categorically that the abrogation of Articles 370&35A, as well as a series of other unlawful acts performed by the Indian government, have no legal foundation and are in contravention of UN resolutions. As a result, Pakistan has highlighted the Indian atrocities on IIOJK people on global forums and has consistently called for a peaceful settlement of the Kashmir dispute.
It is now time for the international community, particularly the United Nations, to step forward in a big way to stop New Delhi’s assault on Kashmiris’ identity and Muslim majority status and to take immediate steps to resolve the Kashmir dispute in accordance with the Kashmiri people’s aspirations.
